These words from Budget Secretary Amenah Pangandaman capture the spirit behind Project DIME (Digital Information for Monitoring and Evaluation), a bold step toward building a more transparent, accountable government.
As part of this year’s Open Government Week, a landmark Memorandum of Understanding was signed by the Department of Budget and Management (DBM), Department of Public Works and Highways (DPWH), and UP Nationwide Operational Assessment of Hazards (UP NOAH). Together, they’re launching Project DIME to give Filipinos real-time visibility into how public infrastructure funds are spent: from planning and budget allocation to construction and completion.
This collaboration, led by Secretary Pangandaman (DBM), Secretary Manuel Bonoan (DPWH), Peter Sy (VP for Digital Transformation, UP), and Dr. Mahar Lagmay (Executive Director, UP NOAH), reflects the Philippines’ continued leadership as a founding member of the Open Government Partnership.
Project DIME puts data (and power) directly in the hands of citizens. For the first time, anyone can track government infrastructure projects as they happen. That means more visibility, more accountability, and stronger public trust. It’s participatory governance in action.
